Misuse of Playing field equipment.
|
The Balzan Local Council is very disappointed and would like to show it's disapproval of the person accompanying the children in the photo which was taken last Sunday. Whilst the Council spent public funds to embellish the only playing field in the locality, some persons totally disregard regulations on the use of playing field equipment and misuse it to the detriment of the community and especially very young children. The photo clearly shows two girls standing inside an infant swing and trying to swing whilst an adult holds them for support. This act is being condemed as irresponsible, it is dangerous for the children and the equipment. The Council will take appropriate action with those found misusing equipment, which misuse we consider as an act of vandalism.

The Opening of Balzan Playing Field
|
The first proposals for the re-construction of the playing field were discussed as far back as the 27th December 1993 during the Third meeting of the First Local Council, led by the late Mr. Joseph A. Stellini who was then Mayor.
During that meeting the Council decided to request the Minister to re-construct the playing field. The request was not approved. On the 26th September 1994 the Council submitted a request for special funding to upgrade the playing.
Again no funds were given. Other requests were made to private entities but these too met with a negative response.
The first designs of the playing field were presented to the Council by a council subcommittee on the 4th April 1995. Due to lack of funds the designs were shelved. Various other designs were made until the final design was approved by this legislature and the MEPA permit acquired.
After several requests were made for it's funding which were met with negative response the Council decided to finance the project through it's own funds.
Works on the upgrading of the Balzan Playing Field and the construction of an underground public convenience were commenced on the 30th November 2005. The works were completed by the 31st March 2007. This meant that the Council held back on other works to save the necessary funds to implement the project. The works will be completely financed by the end of this legislature.
The dream has now come through and Balzan has a new playing field. The official launching took place on Sunday, 15th April 2007. The Balzan Playing Field has been named in memory of the first Balzan Mayor, Mr. Joseph A. Stellini. It was opened by the Deputy Prime Minister.
