Works Made By The Council: 1993-2008
Urban Improvement Funds – Re-construction of pavements in the Village Square - The Council completed the replacement of pavements in the village square after acquiring funds from the Malta Environment and Planning Authority (MEPA) through it’s Urban Improvement Funds during June 2008. The project was carried out by workers from the Ministry of Infrastructure and Resources whilst the material was purchased by the Council.
We are now awaiting the allocation of more funds from MEPA’s Urban Improvement Fund for the replacement of the road surface with lava paving blocks. The area that will be replaced, depending on available funds, includes the village square, Dun Spir Sammut Street, part of Guze Bonnici Street, part of Three Churches Street, part of Main Street and part of Idmejda Street.

Restoration of the Statue of St. Mary - The MCAST restored the Statue of St. Mary in Main Street in 2004. The Local Council and Parish Church jointly financed the project which was carried out by MCAST students. The project consisted of repairing the damage to the statue which was badly deteriorated.
Upgrading of the Playing Field and Construction of a Public Convenience - The Balzan Playing Field and public convenience were totally reconstructed with the public convenience being rebuilt underground. The works commenced on the 30th November 2005 and were completed by the 31st March 2007. Further details can be found in the News item dated 16th April 2007.
The
Balzan Valley Flood Relief Project - Rainwater
culverts were constructed in Balzan Valley and Main
Street in April 1997 together with the Birkirkara Local
Council who at the time was responsible for the street.
Resurfacing
of Alley 2 Main Street, Valent Muscat Street and Alley
No 3 Providence Street, St. Rocco Street, Alley 1 and
alley 3 in Three Churches Street in paving blocks.
Resurfacing
of Mons. F. X. Zahra Street and Main Street (between
St. Francis Street and Providence Street) and Main Street
(between St. Anthony Street and the Parish Church) (still
in hand) in tarmac. The next resurfacing job will be
St Mary Street, the work will commence as soon as Main
Street is ready.
Resurfacing
of Alleys 1, 2 and 3 in St. Mary Street and Barriera
Street in printed concrete.
Pavements
were constructed with paving blocks in Balzan
Valley (between Dr Zammit Street and Guzeppi Frendo
Street), Dr. Zammit Street, Guzeppi Frendo Street and
in Balzan Valley (opposite the cemetery), Good Shepherd
Avenue, Guze Bonnici Street, De Paule Avenue, Balaguer
Street, Mithna Street, Main Street (between St. Francis
Street and Providence Street), Karenza Street, Guzeppi
Frendo Street, Dun Spir Sammut Street, St Francis Street
(between Mdina Road and Qarcilla Street). Sir Antonio
Micallef Street, St Mary Street (between “Antjos”
and door number 11), Providence Street, Paguni Street,
Wesgha l-Professur Guze' Aquilina, Valent Muscat Street,
Alley 2 Main Street, Wigi Ebejer Street, Bir Bal Street
(between De Paule Avenue and Good Shepherd Avenue and
in Alley 3 Providence Street.
Pavements
were constructed with printed concrete in Dun
Gwann Zammit Hammet Street, Kannizzata Street, Barriera
Street, Patri Guze Delia Street and in Alley 2 St Mary
Street.
Pavements
were constructed in concrete in Mdina Road
and in B. Bontadini Street.
As
soon as the work in Main Street is completed we will
commence work on the pavements of Idmejda Street.
Upgrading
of the Football Ground Surface with the Lija
Local Council and the two clubs in the two localities.
The
Three Churches Forecourt was restored and Three
Churches Street paved.
The
construction of the traffic island in Balzan Valley
c/w Main Street, the construction of the traffic
island and roundabout at Bir Bal Street c/w Main Street
and the construction of the traffic island at Robert
Mifsud Bonnici Street c/w Main Street.
Parking bays were marked in Antonio Bosio Street, Dun
Gwann Zammit Hammet Street, Gherusija Street, Guzeppi
Frendo Street, Idmejda Street, Gulju Cauchi Street,
Cardinal Cardijn Street, Kannizzata Street, Main Street
(between St. Francis Street and the Square), Guze Bonnici
Street, Old Railway Road, Mons F X Zahra Street, Paguni
Street, Patri Guze Delia Street, Providence Street, Pjazza Bertu Fenech, Buontempo Estate,
Good Shepherd Avenue, Balaguer Street, Karenza Street,

Routine
maintenance to road signs and markings, road
patching, pavement maintenance, the cleaning of culverts
and the upkeep and maintenance of the playing field,
soft areas and planters.
The
Council replaced the street names with ceramic models.
A
facelift was given to the Playing Field Equipment and
it is maintained regularly.
Implementation
of one-way streets in Kannizzata Street and
St. Francis Street for the sections of road between
Bir Bal Street and Old Railway Road.
Implementation
of 20min and 40min parking bays in the commercial
area Balzan Valley, Main Street and St. Francis Streets.
Discussion
and acquisition of permit for turning the roads between
Bir Bal Street and Mdina Road into one-way Streets.
Not implemented as residents were against it.
Preparation
of Designs and submission of the application for the
upgrading of the playing field and pjazza.
Preparation

construction of maisonettes, underground parking and
a recreational area at Wesgha Prof. Guze Aquilina.
Works made by
the Central Government
Pelican lights in Bir Bal Street - The installation of Pelican Lights in Bir Bal Street, by the Malta Transport Authority, has finally been completed. These lights were installed after months of liaison with ADT and after the shifting of the zebra crossing which was located in front of the Sisters of Charity. The lights are located in the junction with St. Francis Street.
We appeal to all drivers to drive carefully and abide by traffic regulations so as to avoid traffic accidents.
Restoration of the Wignacourt Aqueduct - The Ministry for Resources and Infrastructure together with the local councils concerned restored and embellished the Wignacourt Aqueducts over a three year period. The section within the boundary of the Balzan locality was finalized during 2007. The arches were restored, a new pavement was constructed and lighting installed to light up the project. The works were carried out by Ministry personnel whilst the Local Council financed the works.
Rainwater
Culverts were constructed in Bir Bal Street.
Bir Bal Street
 Bir Bal Street, measuring about 1.7km, is considered
as an important link in the centre of Malta that joins
the three villages of Attard, Lija and Balzan to Birkirkara.
The investment carried out on this road amounting to
€350,000 (circa Lm150,000) was split into two phases.
The work included the replacement of all services including
the water service main on behalf of Water Services
Corporation, cables and telephone connections and cable
television, shifting and laying of electricity cables on
behalf of Enemalta as well as the installation of a
drainage main.
The Malta Transport Authority made sure to include
new services that will be required by the new development
in the area. This entailed Water Services Corporation
to lay a new drainage sewer before the road was resurfaced
and this will mean that the road will not be taken
up again at a later stage.

Wesgha Professur Guze Aquilina.

of Alley 1 Main Street and Alley 1 Providence Street
in printed concrete.
Resurfacing
of Zekkuk Street and St. Gabriel Street in tarmac. The
work also included the construction of pavements.
Upgrading
of the Mdina Road Acqueduct pavement between
De Paule Avenue and the Libjan Embassy and between St.
Francis Street and P. P. Castagna Street.
The
construction of pavements in De Paule Avenue
between Bir Bal Street and Mdina Road including the
embellishment of the area with decorative streetlighting
and the placing of traffic lights at the junction with
Mdina Road for better traffic management.
A
number of new lamps were approved and installed in various
roads.
